Purpose
Archive relations. Records are preserved in history.

Boundaries
Project-scoped; misses and foreign rows read as not found.
Lifecycle / side effects
Lifecycle only, never physical DELETE.
Errors
Bad shapes rejected. Failures move nothing (atomic).
