Purpose
Attach supporting/counter evidence to a deliberation.
Arguments
Required: deliberation_id, target_kind, target_ref.
Optional: locale, note, stance.

target_ref. Note: Reference of the cited target. -

stance. Note: support (default) or counter.
Result
JSON object with deliberation_id and evidence_id (unchanged on duplicate).
Boundaries
Thinker-private: owner credential only, no star bypass. Misses and foreign rows read as not found.
Lifecycle / side effects
Open -> settled (+optional outcome) -> archived; lifecycle only, never physical DELETE.
Errors
Bad ids/transitions rejected. Failures move nothing (atomic).
