Purpose
Open a deliberation (private decision record).
Arguments
Required: title.
Optional: locale, project.

Result
JSON object with deliberation_id and status open.
Boundaries
Thinker-private: owner credential only, no star bypass. Misses and foreign rows read as not found.
Lifecycle / side effects
Open -> settled (+optional outcome) -> archived; lifecycle only, never physical DELETE.
Errors
Bad ids/transitions rejected. Failures move nothing (atomic).
