Purpose
Record what followed a settled deliberation.
Arguments
Required: deliberation_id, outcome.
Optional: locale.

Result
JSON object with deliberation_id.
Boundaries
Thinker-private: owner credential only, no star bypass. Misses and foreign rows read as not found.
Lifecycle / side effects
Open -> settled (+optional outcome) -> archived; lifecycle only, never physical DELETE.
Errors
Bad ids/transitions rejected. Failures move nothing (atomic).
