Purpose
List external references (project-scoped).
Arguments
Optional: limit, project, type.

limit. Note: Max rows (1-200, default 50). -
project. Note: Optional project filter. -
type. Note: Optional type filter (unknown types read as empty).
Result
JSON object with externals array.
Boundaries
Governed types are conductor-registered. Instances are project-scoped; misses and foreign rows read as not found. Refs stored, never fetched.
Lifecycle / side effects
Types immutable once governed. Instances and links accumulate; rows are never deleted.
Errors
Bad shapes/transitions rejected. Failures move nothing (atomic).
